The problem it addresses

A large disaster-recovery portfolio can run for a decade across dozens of project worksheets, several funding versions, multiple contractors and more than one accounting system. By the time closeout arrives, the obligated amount, the amount actually claimed and the amount that can be documented to an auditor have drifted apart, and nobody can reconstruct why from the paperwork alone.

Closeout is where that gap becomes expensive. Costs that cannot be tied to an eligible scope with supporting documentation are the costs that get deobligated.

What the tooling does

It rebuilds a reconciliation package for every project in a portfolio: line-item cost tied back to the obligated scope, a per-project workbook showing how each figure was derived, and a portfolio view across the whole programme.
